The driver was identified as 36-year-old Michelle Bullett from Hartford. Inside the car, besides the driver, there were three minor children aged 3, 9, and 17, along with a dog. Shockingly, none of the children were properly secured in child safety restraints. The vehicle itself was a silver Volvo with its registration plate belonging to another car and was unregistered and uninsured.
